If they are bigger then the allowed maximum, they are placed on the Non-Conforming Driver lists.
A word to the quick here. Some producers of inferior knock-offs trumpet their drivers as being conforming by stating their clubs are not on the non-conforming lists. All that translates to is that they haven't been submitted for testing. Conforming drivers go on the conforming list. Just because a drivers is on the conforming list, that doesn't make it conforming.
Designing and creating conforming clubs takes a lot of skill and attention to details. Get the build process wrong by a fraction of a percent and the clubs could well end up being non-conforming. Dimension isn't the lone design element limited by the rules. With restrictions on club-face rebound for instance (COR or Coefficient of Restitution) potentially influenced by even a minimal discrepancy in the thickness of the face, quality control during manufacturing is vital.
Clone clubs from respected companies built according to the rules of the game and will be a lot easier on your wallet. Manufactured from the same materials as the big OEM's and with the same (or better) golf shafts, these are premium golf clubs that will make the game that much more satisfying. As an added bonus, many of the big companies offer their clubs with custom fit options.
What you get is a set of excellent, conforming, custom assembled clubs that will perform as good as, if not better, than those high-priced off-the-rack OEM's. What you won't get is the price tag.
And that's not a bad result for a set of custom golf clubs.
